There isn't a mechanism to upgrade a revenue non-Saver economy ticket to Business with miles on AS like there is to Business or Business to First on AA with miles + copay.

PC - Premium Class on AS isn't a separate class that can be booked. It is a main cabin seat with extra legroom and benefits that has a fee attached. That fee applies to everyone, however the fee is waived for certain fare classes and Elite members at booking but it is also available as a "complimentary upgrade" for Elites, at their window, on an ineligible itinerary.

You are also able to purchase PC while booking a Saver fare, the fee to do so will be the price differential from Saver to Main plus the PC seat fee.
