What was the reason for the cancellation? If it was airline's fault then both.

I would say it is still fine to write in about the experience. I got 200 USD voucher from UA (mechanical fault on their AC) and Delta replied me today for weather caused delay with 150 USD voucher (arrival later than 10 hours after scheduled) but this is the situation where the status with alliance / joint venture partner helped.
Yes I think its a grey area. The specific case for that ECJ case was a flight from EU to outside EU, however I think the overall ruling is that non EU carriers flying into or out of the EU on behalf of an EU carrier come under the same scope as if the EU carrier operated the flight itself.
