One agent explained to me it's the fare construction on the ticket that limits their ability to check in to stop in Doha vs. through to final destination. If one enters Doha, it triggers different taxes. (Why you can vs your luggage I don't understand). Just went through this last month on UL MLE-CMB-CGK.
