You do realize that companies don’t pay fines. it is a cost of doing business and is passed along to customers. So the question is really, how much should the government force Southwest to raise prices on us.
That's why flights are more expensive in the EU, where much stronger regulatory requirements and passenger rights (including compensation) apply, than the US.
