United's. Some carriers make some award seats available to members of their own FFPs, but not to partner carriers.
Also, I see that Air France and KLM both fly to NBO. Their joint FFP, Flying Blue, is also a Chase UR transfer partner, so you might investigate them. But Flying Blue redemptions might have carrier surcharges; I'm not very familiar with that program.
