Case in point, for an overseas move I had to purchase a one way ticket even though a round trip was cheaper. Had I purchased the round trip I would have been reimbursed only half. I'm glad your expense handler agreed it was silly - I had a similar issue when booking train travel.
We weren't allowed to book "special class fares" (that was the verbatim wording - I assumed it was a clumsy way of referring to First Class etc.). Unfortunately it seemed that apparently Advance tickets - cheap fares sold... in advance - counted as this. So I was told in no uncertain terms that I would not be reimbursed my ~£20 advance ticket, but would have been fine buying a ~£90 standard ticket. Our finance person told me that "policy was policy, and I need to ensure I comply". Saving ~£70 of public money(!) didn't enter into it...
