CX has recently put a lot of restrictions on who can select what seats for free. Take a look at https://www.cathaypacific.com/cx/en_...your-seat.html. Unfortunately, only CX élite members' companions can select seats for free, and even then this is only for regular seats. oneworld élites are no longer included.
