I believe with separate tickets though non Oneworld carriers could refuse to check bags through, from what i remember.
But yes lots of people are ignorant of MCT and would book short ‘connections’ with separate tickets.
Honestly as someone whos worked in the contact centres many years I remember the issues with people booking separate tickets before this rule change. To me it 100% makes sense and thats given that I only saw this from one part of the contact cente side, not airports.
