People assumed baggage could always be checked through in both cases. When they were told it couldnt be checked through or it didnt arrive, there was conflict and issues for BA because the way people chose to book.
I dare say BA has interline with most carriers people generally use and i doubt this is often MCT issue. I can count on one hand the carriers I have flown that don't have interline agreement with BA (Malindo, Vietjet) - this is just BA being annoying to customers and penny pinching
