Only managed this once and it was on 2 BA tickets. I had both Boarding Passes when I checked in for flight 1 and a 3 hour LHR layover.
I was lucky with checkin staff who, after speaking to a supervisor, said OK to do as I had both the BPs and decent layover.
I'm not sure there ever was an official reason as to why the policy changed.
I often saw examples where people booked separate tickets with inadequate time between them.
People would also book flights with BA then a separate ticket with a carrier that BA had no agreement with for baggage.
People assumed baggage could always be checked through in both cases. When they were told it couldnt be checked through or it didnt arrive, there was conflict and issues for BA because the way people chose to book.
