There are exceptions (i.e. which permit interlining). These include QR operated with BA flight number (and QR's own flights). It is QR policy to permit interlining so if the first flight is, for example, DOH/LHR with or without a BA flight number, connecting to anything ex LHR on a separate ticket, QR will check baggage all the way through.
