Now I don't agree with cutting the service and there are different ways of managing this- but the discretion is at the SCCM on how to make it work to achieve the breaks- as the breaks are a legal requirement (industrial or otherwise) and the onus is on the SCCM to ensure this is adhered to. The company line is that the SCCM needs to manage this however they need to adapt the service.
I very much doubt the second service needs much more than an hour to process. But regardless if this was a factor here the SCCM should get on the blower to do an explanation and apology.
