Anything can happen in small claims court. As I recall, in some jurisdictions, the judges don't even have to be lawyers. But some $3,000 payouts in SCC are a far cry from people being awarded damages for missed events, missed work, etc., let alone punitive damages, which the OP seems to believe are in play here.
