Correct about what? That airline lawyers sometimes show up to small claims court? Literally no one suggested otherwise.
The DOT info. is kind of embarrassing — for DOT. It's basically an admission that DOT is relatively toothless, so they're advising passengers to try to shake a few bucks out of the airlines via SCC, where airlines are likely to throw a few bucks at people because it's cheaper than showing up.
