1. Alarms seem to be mandated by law (e.g., trucks when they’re backing up must beep loudly; maybe airport carts also have to).

2. Being loud seems to be accepted, and even encouraged, in the US (e.g., watching videos on your phone, at full blast, without earphones, is commonplace).
