Remember this

1. Miles is a currency airlines want to restrict to general personal customers, not corporations or even more affluent personal customers

2. Miles availability are plentiful for differentiating customers on high business routes e.g. HKG-LAX: the business traveller pays HK$100K+ return, the affluent passenger pays $20K or so and the miles redeemer 140K miles (around $10K?)

2a. You want high frequency to attract the business travellers. Then you have to fill the other seats.

3. In high personal customer routes, there's no need to differentiate. Everyone pays the same fare. Miles availability need not be made available.
