Choosing between TD VI and TD VIP will really come down to how often do you travel to take advantage of the benefits that come with the VIP. AP VIP grants you MLL lounge access as one of the main perks, a few extra insurance coverage, higher earning rates, and access to Visa Airport Companion app, which has other travel related bonuses and lounge access to Plaza Premium lounges and other listed lounges.
If you aren't travelling often, then it comes down to how much you value the extra 55k points in exchange for paying annual fees twice ($599 AF i think?) , versus having a Player2 get a TD VI as well with first year free or with a premium TD bank account and playing a long game and accrue AP points without paying high AF's for it.
As with any welcome bonus offer, always have a plan to use the points before they devalue (and they will devalue over time), and work towards a target redemption/date in mind.
As for TD online approvals, nobody knows for sure how they decide who gets accepted/rejected, but as long as you meet all requirements, you can also go to the branch afterwards to apply if the online portal rejects your application.
