For future reference, I did get there in between two flights and the check in counter was unstaffed. The same crew that does the check-in moves airside at T-45 to deal with boarding procedures.

As a side note, GVA IB premium check-in line consistently moves slower than the economy line. First world problems, but they are not proactive in clearing the backlog from business/elite passengers.
