That is an important distinction--thank you. I thought it had something to do with UK airports but this flight is from CLT direct to Munich. The flight booked through AA has $5.60 in taxes but the flight booked through BA (the same direct AA flight from CLT to Munich) has $228 in taxes. I clicked through and they are charging a $200 carrier-imposed fee. So, my historic understanding that they only charge the surcharges on flights going through London/UK is and was inaccurate.
