No - they don’t refund points. Terms specify the value of each point, and they send you a check based on that value.
im not sure if the values have been updated, and haven’t deep-dived into terms for a while, but value (on CSR, at least) used to be set at 1.5 cents/point, same as value you get for redeeming via Chase portal. Not sure if it’s the same for the other cards.
