It’s confusing. They have advance purchase tickets that are refundable, but are not full fare. They rebook into higher inventory when you change them, but not full Y down to the last seat. And worse, refundable doesn’t necessarily mean “without penalty.”

They don’t make it easy to read the fare rules, and they’re so arcane your average layperson is going to give up.
