I have an itinerary operated by a mix of AC ML and Rouge and yet I just realized I was charge $39 per pax for "Airline partner booking fee". All connections are shorther than 2 hours. Any thoughts?

-EDIT- Never mind, this appears to be a cache glitch. The fees & taxes breakdown was from another of my bookings. Weird.
