It means that if you accumulate an extra 1964 Avios, you will be able to afford a one-way J award that costs 122,500 Avios. (I don't know where to/from tho). There is nothing that is there for you that locked away; there's no unlocking to speak of... it's more of a "now that you have X Avios you can afford Y"
