EC261 (the EU fight compensation law), does apply to Switzerland and Norway: "While Switzerland and Norway are not members of the EU, the regulation does apply to flights to and from these countries as if they were member states under bilateral agreements.", so indeed separately from the above I will file for penalties (which in this case would be 600 EUR per ticket).
