No. Chase said it is not good enough. My email said that the cancellation is due to operational issues.
I've tried the Chase benefit on 2 different occasions with cancellation and delay and both times have been denied.
Basically on Chase Sapphire Preferred when you call they read from a form which only covers flights cancelled when you are at the airport not when you have flights cancelled with notice.
