Could it change / has it changed, perhaps but historically it has clearly been UA spend only.
I never got it when I flew more LH to Germany but with similar spent on UA only finally got it a few years ago. It’s a trade off - LH F with PP is a treat.

And remember that period when there was a glitch and you could upgrade P fares….
