I think the only CP I didn't get lounge access included at as a spire elite in the UK or Europe was one of the heathrow CPs that was always full of airline crew, even London the city used to provide it whenever I stayed (now a Hyatt). Thinking back we even got lounge access at CP Redondo Beach in the US as a Spire elite on a 10 day points stay pre pandemic. From the replies, it sounds like we can no longer expect this, and just be pleasantly surprised if it's offered.
You jogged my memory - I don't go out of my wa to select Crowne Plazas, but the London City CP indeed stood out for its generosity with lounge access. In the US the CP at SFO Burlingame let me in its lounge, but it was a bit of a let-down boasting only a broken coffee machine a plate of green apples and a mouldy smell.
In the Middle East, the Dubai CPs are miserable, Doha's are more chic but just as mean, while Jeddah's shines through as dowdy but generous (and reassuringly expensive). The Asia CP's I stayed at were a mixed bag in terms of access, but here the lounges are at least worth some effort to gain entry.
