From the replies, it sounds like we can no longer expect this, and just be pleasantly surprised if it's offered.
You jogged my memory - I don't go out of my wa to select Crowne Plazas, but the London City CP indeed stood out for its generosity with lounge access. In the US the CP at SFO Burlingame let me in its lounge, but it was a bit of a let-down boasting only a broken coffee machine a plate of green apples and a mouldy smell.

In the Middle East, the Dubai CPs are miserable, Doha's are more chic but just as mean, while Jeddah's shines through as dowdy but generous (and reassuringly expensive). The Asia CP's I stayed at were a mixed bag in terms of access, but here the lounges are at least worth some effort to gain entry.
