Prior to battlefield upgrades - they can do almost anything they want and yes - in the prevue to PZ your status comes before other things. So if PZ went to 4 - they re arrange the hidden waitlist by status first, then fare class and upgrade - irrespective of the fact that battle field upgrades at the gate give the non status passenger in O class the edge above a 1K in Y. This does not apply to anything regarding fare buckets - that is a completely different set of rules.
