One of the characteristics of MileagePlus Global Services is that it is largely an unpublished program, is it not? However, there have been quotes or restatements of putative policies.

I wouldn't put too much on FT posts. For a long time, everybody on FT was captivated by the importance of "CPM" -- a measure that was made up on this forum, and which multiple data points subsequently showed to be irrelevant.
It could be -- and I think it's quite likely -- that whatever algo assigns GS status just goes by some moving average of PQP and home base now.
