The 50/50 revenue share is only on the legalized collusion routes (USA-FRA/MUC).
United needs a system that treats LH consistently regardless of whether you fly a legalized collusion route or not.
They don't want to give PQP credit for flying Frankfurt to Bali on LH as LH gets 100% of that revenue.
