There is a difference between chatter and phone talk. Studies have been conducted that show that an overheard cell phone conversation is more annoying than general chatter, because you only hear half of it and it's disruptive to your brain! Personally, I find the ringtones more annoying than the conversation, until people start yelling.
I love what JR in Japan has done - in Tokyo they have a rule that you have your phone on silent and only use SMS while on the train. And people actually obey it. It's total bliss. Yes, everyone's using a phone, but they're doing it respectfully and quietly.
