Yeah, it is the locker room with the hot tops, sauna, steam room, and cold plunge pool that is at a charge. Not the main pool. Remembered it as the main pool as well. But main pool is free for guests, but you'd need to change in the room.
Actually, like there is at Park Hyatt Tokyo, the Grand Hyatt Tokyo has a separate changing area available from the pool itself. Which is a kind of weird place that takes you very close to Maduro, and offers you a peak at the shopping mall across from it.
