Checked bag never entered "the system"- how to proceed?
Please place this in the appropriate thread as required. I apologize for not knowing exactly where this post belongs.
I will try to keep this as brief and factual as possible. I am actively seeking feedback on how to proceed/likely outcomes of this ongoing situation.
Background: Paid J fare. 50k status. 014 ticket, one way YYZ-ICN-TPE 14 Dec. Delayed arrival into ICN, misconnect, rebooked onto KE flight following morning (arrival 16 Dec).
Concierge meets me at the gate at ICN to inform that my one checked bag was never loaded at YYZ, and in fact "never scanned into the system". I am aware this phrase is not literally correct but it was all that was provided to me, so cannot elaborate further. I have a receipt and saw the bag tagged, so I don't know what they mean specifically.
Concierge agrees to help get a more specific answer due to complications with onward travel. I only have 36 hours in TPE (originally 48 before the delayed arrival and re-book) before another flight to New Zealand. Final conclusion of this interaction is that AC will not/cannot open a file for a lost bag until a pax has reached final destination, even if it is confirmed as delayed on a layover. Concierge e-mailing and phoning YYZ for 3 hours with (literally) no response, so eventually we give up.
Next morning take KE flight into TPE. Upon arrival I am directed to the China Airlines desk (original ICN-TPE flight with them) to initiate the claim process. This seems odd to me as they ultimately had nothing to do with my actual journey, although I'm sure this is standard protocol. They inform me that my bag will take the same route I did. However, there is still no confirmation that anyone knows the specific location of my bag within YYZ. I am given the usual tracking number and told I will be able to pick my bag up tomorrow (17 Dec) when it arrives on KE185.
Unfortunately, my bag did not make this planned journey and there is still no record of its whereabouts after I dropped it at YYZ. AC simply refuses to acknowledge the situation or engage in any discussion to help locate it. They are insistent I liase with CI, who obviously cannot do anything to help because my bag has never left Toronto! We are leaving for New Zealand in 8 hours.
My questions: what is AC's obligation here? Surely they must get my bag to Taipei at some point. I understand they might not be obligated to get it all the way to NZ, although I suspect this is a common problem with delayed baggage and onward travel. Further, what type of reimbursement am I entitled to? Will be in NZ for two weeks before returning to Taipei. I obviously need to buy clothes and other essentials for the duration of that time, but is AC allowed to limit the $ amount based on when the bag reaches the original destination? Will either KE or CI hold my bag in TPE for the two weeks I will be gone?
