So you have now requalified in 2022 as your second year for 2023 and 2024. You can requalify in 2023 for 2025 and 2026 (+ 2 months). That would make 2024 and 2025 your dead years and nothing will happen then except you will get the evouchers as you mention.
If you are certain you can qualify in 2024 for 2025 and miss 2023 for 25+26, you will have to requalify again in 2025 and eVoucher will come with (in 2026), unless they change the rules. Starting 2026 you will have to earn 2000 points each year.

(Just think about all the mileage runs that are no longer taking place just because of the one year period now instead of two).
Think about all the extra mileage runs that are now happening every year instead of every two... and think about all the points runs that are happening because people can much more easily understand what they will earn if they find a cheap (shY/shJ/lhY/lhY+/lhJ) ticket.
