In areas with honest or strict taxi systems I extensively use taxis (Singapore, Taiwan, Tokyo etc) so really drivers who refuse to follow the regulations are hurting themselves overall by forcing customers to use alternatives like Uber/Grab. Even in areas where there is flat rate to/from the airports (e.g. Rome) taxi drivers still try and scam customers by adding on a bunch of BS fees to try and grab an extra 20 EUR. Its not about the overall cost, but more the feeling that one gets when you know you are getting played.
