Has anybody had success claiming EU261 for a sub 4 hour EU-initiated delay? It says you can "sometimes" get half comp.

Was on a EU-US flight that was delayed 3.5 hours to EWR. I already had a long layover but still had to move my connection and returned back over 2 hours late.
