Technically UA will only waitlist I if it's on their ticket stock. But I've only been able to convince an agent once to waitlist me when he was not supposed to lol.
However, if UA releases I a day or two before, you can always call ANA to change your ticket

MileagePlus Awards are upgradable when traveling on UA if you hold a qualifying United-branded Chase credit card. There are multiple reports that UA's system omits this requirement for non-MIleagePlus Awards. Have you looked to see if you're already on the upgrade list?
The upgrade list has not been released yet, but I’ll keep an eye out for it. If I’m not on I’ll try to ask UA, but obviously am not expecting anything. It’s good to hear it might be possible. Thanks!
