We stayed at Phv and visited Lucern twice. The hotel provided a free shuttle car for us to bring us to Lucern and picked us up when we called. Imho there isn't that much to do in Lucern and it's not really necessary to have your hotel in the city. The mountain visits (Pilaturs, Rigi, ..) the lake cruise, just swimming in the lake or the phv Spa are equally memorable experiences to us as the city itself. Besides that the city is really quite packed with tourists, so you'll be happy to be able to get back to phv in the late afternoon and enjoy some relax time, while looking at the lake and mountains.
