If the e-visa is not an option, I was hoping he could travel with his new passport + old passport listed on his OCI ussed before he turned 20 + old OCI.
We got through to someone at the 24/7 helpdesk. THey confirmed the 22 year old can arrive with new + old passport + OCI referencing Old Passsport.

Can an OCI holder not apply for an e-visa?
That same person confirmed an e-visa is not needed. But, if applying, to select Tourist Visa and enter the current OCI number. Smells like making up the rules as they go along.
