This is known as a POUG and there is a specific thread on this - see the BA Forum Dashboard. It's not guaranteed to be offered, and I suspect you are too far off POUGs being sent out. Plus POUGs on redemptions are less frequent than on commercial bookings, the reduction of First seating is also having an adverse impact. And finally there are some recent changes to redemptions charges and fees, which apply to CW but not First. So there is a recently introduced fault line, and it's too soon to see how that is going to work out.
