I always try to book Westjet Premium but my last two flights Premium was sold out so I sat in forward rows right behind Premium.
Phoenix to Edmonton and shortly after takeoff drinks and a cookie were offered but after that service there was never a follow-up for a second offering for the rest of the flight. Hardly even saw a flight attendant again.
Something has changed with Westjet's service standards. The first flight this happened on I thought it was just a lazy cabin crew but when it was the same service standard on the second flight I realized this must be the new Westjet service standard.
