i called the chase 1800 number, and they asked me to call the benefits administrator directly. so i did
in that call, i was told the following
- chase covers all countries worldwide except those that do not have commercial relationship with US (eg Afghanistan, Iraq)... not sure if "commercial" is the right word but that's what the phone rep uses, but i guess one can consider selected rogue countries to be on this list
- chase no longer excludes those weird group of countries (eg Jamaica, Ireland, Northern Ireland, Israel) from coverage since 2 years ago. and it appears that people who want to rent car in these countries can get a special letter indicating that these countries are no longer excluded
- but in my case, i was not successful in getting them issued a letter saying country X is covered. i did receive a boilerplate letter from them while on the phone, but the boilerplate latter just mention "covered worldwide", and there is no way for them to edit the letter to include the word "Cyprus", "Mali", or "Ecuador" or whatever i wish.
