If you use eup credits for upgrade, my experience is your domestic portion will cost nothing if you apply eup request on the whole itinerary and are cleared on both.
If you just apply to your domestic trip, it appears to depend on your fare brand of your whole ticket rather than fare bucket, because I usually need 2 points which is not on any economy class chart. I can only assume it uses the PY lowest fare brand.
