Back when T5 was opened, the number of gates that had the equipment for the photo check was pretty limited (it was only something like A1-A8 plus one random one at the other end of the terminal) and therefore the number of gates that domestic flights could depart from was fairly limited. Over time, this has improved and now includes a few B Gates.
A23 is a “random one of the other end of the terminal” . Used it for a GLA flight last week - 3 gates with checking equipment I think. A23 also used for ex-DUB flights where they open a door allowing you to avoid passport control and end up in the international baggage area.
