don't know for the weight, but for the size : yes. And they are totally crazy with the 1 carryon rule. I remember one time when a friend travelling with me had a small suitcase (OK in size) and her small purse on the shoulder and they got mad with her at the gate : she had to put the purse in the suitcase to comply with the 1 carryon rule to pass the gate. Of course she took it back in the jetway. Totally ridiculous, but...
