The table doesn't make much, if any, sense.

It seems to suggest that it is for AF and KL only - and therefore, I presumed, for any "fifth freedom" route that may be operated by either airline (I can't think of any - for instance, Kilimanjaro to Dar Es Salaam cannot be sold as KLM doesn't have fifth freedom rights - but there may be a handful of AF and/or KL flights that make 2 stops within the region defined as "Africa" for which they have fifth freedom rights, and which could then possible be offered for a "entry price" as shown.

I haven't tried pricing up flights on KQ though, so no idea if it in any way might apply to some of KQ's routes.
