If you recline your seat then the exit rows don't recline.
If you have a larger underseat bag then it can be an issue with exit row (smaller bags going underseat is nowadays typically fine.
If you get easily annoyed waiting the extra 3 minutes to deplane because you're in row 17 vs row 7 then that can be an issue.
If you like taking pictures out of the window then exit row pictures have the wing, row 7 will be pictures without the wing.
But those are all very minor issues, and my choice is almost always random exit row vs premium and experience has been basically the same. Comfortable but unmemorable.
He had said row 17 which DOES recline, so both seats are equal in that respect. He is talking about row 9 and an aisle seat, so access to window is dependent on the other two seat mates, but in any case the underseat storage for the D & C seats is narrow.
