That would seem to make sense... since the comfort+ fares are usually based on the underlying coach fare buckets also. It just is more opaque since DL will sell comfort+ W fares from any econ fare. Similar thing occurs with the first class Z and I - Z fares are normally based on low bucket coach like T/X/V. If those low buckets aren't there then DL may not sell you a Z fare.
