It's hit or miss, however, we just had our hand luggage weighed on 12/1 departing from Male in J returning to the USA. Wife and I had carry on only plus personal item. Our rolling bags were 17kilos roughly each and I had a small backpack and wife had a purse (both weighed around 2kilos). They made us check our rolling bags since it's 15kilos combined for two carry ons. I wanted to just throw some clothes on at the counter to get the bags under weight and then go into a bathroom and dump them back in but wife didn't want to be bothered. We picked them up at immigration in the USA and just carried them onto our AA domestic flight.

My experience is weighing of the carry ons with QR is the exception, not the rule. I would pack as you want, but just be prepared to check it like we had to.
