I booked 3 business tickets from HKT to SEA (stop in DOH) on Qatar through BA, and it went through fine. So likely you would have been fine transferring to BA. As Qatar now uses Avios it is possible they are opening up award inventory to BA that are not available to other OW partners. It is also possible that Cathay's financial situation may have something to do with it.
